Update Readme.md and Project Pages with latest documentation

Adding a patch that creates a readme.md under DrupalCI_Testbot with the initial documentation that we built out in the Google doc.

(I don't presently have commit access - but if someone feels that I should I can commit future readme updates directly).

Made some updates to the project page documentation. There was already some good material there added during the sprint.

The DrupalCI project docs tree is now:

1. DrupalCI - Modernizing Testbots
   1. Running DrupalCI Locally
      1. Executing CI Tests
         1. Accessing and interpreting the results
2. The PHP architecture of the test runner
3. Contributing to DrupalCI

Updated the local testing instructions to be on a single page.

Also added a page for the glossary and command reference.

The new documentation structure is as follows.

• DrupalCI - Modernizing Testbots
  • Running DrupalCI Locally
  • DrupalCI Glossary and Command Reference
  • The PHP architecture of the test runner
  • Contributing to DrupalCI

  These changes still need to be incorporated into the Readme.md
