Assign ownership of Commons project note to Devin Carlson

It's officially been over a year since my most recent commit to Drupal Commons, whereas Devin Carlson's most recent commit to the project was 5 days ago. I'm changing the ownership of the Commons project node to reflect that Devin is the primary maintainer at this point.
