I haven't tested this issue on a clean slate yet, but on my particular site the variables in the 'Send e-mail' action aren't being parsed when the email is sent (such as %node_url et al).

Could it be another module that's causing this issue?

Thanks for your report. Indeed, this was broken. Fixed in 5.x-2.3.
