I have tested this about 3 times, but just to make sure it's not just my setup.. Can someone try deleting the guestbook pane and then try to reload a user profile. Once you add the guestbook back, the css loads as normal. Thanks!

The guestbook mini panel has nothing to do with loading the CSS. That's done in the module code. I remove the guestbook panel on my own site and the CSS loads just fine.

I should probably start a new request, but what are the proper steps for disabling the guestbook & the comments? Just deleting the pane and disabling comments on the content type?

Just deleting the pane should do it as there won't be a link to add comments but you can disable comments as well to be thorough.
