Same comments showing on every comment page [#2467193]

Having the strangest issue any advice greatly welcomed.

on my D7 installation, for node types with comments enabled, i have comments per page set to 10. For nodes with > 10 comments a pager shows as expected. However, for every page, the comments start at comment #1. The pager pages properly, with the page id and the pager setting properly, its just the comments won't advance. I first noticed this on my advanced forum. Then to test it, I generated some nodes on a different node type using devel. Still same issue. Also, tried changing themes. No joy. I'm totally stumped and not sure where to begin debugging this. Fwiw, this is a Drupal Commons site with a pressflow/pantheon core.

I'm not able to reproduce this issue with a clean install of D7 so I'm changing this to a support request for now. It could be a bug in Drupal Commons or another contrib module that you have enabled. A good place to start would probably be by listing the modules that you have enabled.
