The module shows in the reaction block all themes by default, but we will probably have several themes in the drupal code but we have only 2 or 3 active themes. In order to simplify the things I think is better to show only active themes.

Also, in the regions in kind of hards to identify to which theme the region belongs, so my suggestion is to show the theme in the Item label.
