Views enable comment_upload

Attached is a patch to comment upload that exposes its fields to views (views 1.6). I've tested locally and it seems to work nicely. For the most part this is just a modified version of the views_upload.inc file, so there shouldn't problems with it for the most part.

I've added code to comment_upload.module that includes the views file (if views is enabled). The way I did this was based on what dww did for the project issue tracking module (see http://drupal.org/node/76725#comment-646739).

Views support in comment upload module will be reqired (I think) to complete #76725: Refactor project issue module to use Views, and since I'm working on that at the moment I thought I'd go ahead and submit a patch to the comment _upload module itself instead of just adding the fields needed for the pi port to views.
