#2371587: Review install.txt removed some important information from the .txt files that ship with Drupal core, particularly information about how to subscribe to or report security issues.
Let's add it back. I think there's some logic to its original location in INSTALL.txt, but based on feedback in that issue README.txt is probably a better place.

This could probably be improved, but let's make sure to get something committed here. Information about how to subscribe to or report security issues is important to have in the codebase.
