Secondary links only visible by admin

Hello everyone,
I'm sorry to bother everybody with something that should be very easy to fix.
I'm unable to show secondary links under primary (they works) in framework or wathever theme I use.
It's Ok with #1 user (admin) but the others no.
I've tried to look everywhere how to change access authorization on that without success.
Where can I find a checkbox or something to allow other user to access to secondary links.
BTW they don't appear in right or left menu neither.

Thanks in advance to everybody and sorry for being dumb in Drupal (newbies can be pain in the...)
