Fix documentation of form API functions to match coding standards

The #element_validate and submission handler in this module should have their PHPDoc changed to more closely match Drupal's coding standards (see https://www.drupal.org/coding-standards/docs#forms and https://www.drupal.org/coding-standards/docs#render).
