After briefly looking at this, I don't think audio module respects the "file size per user" settings in Drupal core (for both "per upload" and "total" settings). Is it possible to add this functionality to the module or does it exist already and I've just missed it?

that's an upload module specific setting. so no the audio module doesn't honor it.
