Release notes

This is the first official release of the imaginatively-titled "Panels Why So Slow?". It provides an add-on for Panels-based display systems (Panels pages & "normal" displays, Panelizer, Panels Everywhere) to see how long each pane takes to render. Functionality is limited, configuration even less so. Please check the included README.txt for full instructions.

Thanks to Andrew "drewish" Morton for writing the initial version and David "dsnopek" Snopek for the IPE integration.
