the documentation talks about db_transaction and writing to database, but this hook is invoked in user_view and no call for user_save is made .
so the documentation about database transaction writing is completely irrelevant .

Thanks! Yes that part about transactions is not relevant. I think it was added to a bunch of functions and mistakenly added to this one. It should be removed.
