Obviously link in help text doesn't work and points to the wrong URL anyway. This is the syntax I've seen used in the sections of core (node.module comes to mind) that handle similar cases.

Thanks for the report. I didn't use this patch exactly, but this will be fixed in the upcoming release, and is in CVS now.
