As per #2345285-3: Autoloader not a registered during instlalation via @Berdir, D7 -> D8 migrations are no longer supported by core, so this is effectively dead code and should be removed.

Also, not a necessity but it would be helpful to reference any posts highlighting the decision to not support D7 -> D8 migrations so that others stumbling across this issue can backtrack and understand why the decision was made.
