its very confusing if you provide a drupal-org-dev.make that is behind the normal http://cgit.drupalcode.org/commerce_deploy/tree/drupal-org.make

the dev makefile should be version agnostic (no revisions, just dev branches of everything)

see https://www.drupal.org/node/2333713 which is still broken in dev

Ack, you're right. That was a fail. I was hoping to mimic like what Panopoly does, but the base profile includes some modules.
