You won't ever see this unless you copy the "extension_discovery_scan_tests" setting from example.settings.local.php into your settings.php file, but if you do, you'll notice that two test modules appear out of the "Testing" category and are inconsistent:

This patch should be pretty straight-forward: add these modules to the "Testing" package like the rest of the testing modules.
