Currently view panes do not have a title attribute that gets passed to the theme function. Patch incoming which checks if the description is missing and then set it to the title. Once patch created I'll open a follow up ticket to investigate why this is.

Without this patch Behat can't test certain Add links within CTools modal, and of course accessibility.
