Currently from what I can tell there is no documentation on d.o and/or the Aurora sub-site that indicate how to add an additional region and/or modify existing regions. I know this may be relatively simple for some but for new folks may be very beneficial. I'd definitely be willing to help update this and/or clean up any documentation for the project, but someone would need to grant me access. The team I work with is pretty invested with Aurora...
1. Go into your sub-theme's info file and create your new region by adding to the region section, for example:
regions[pre_footer] = 'Pre Footer
'
2. Update page.tpl.php to include the region for example:
<?php if ($page['pre_footer']): ?>
<div id="pre-footer-container">
<div id="pre-footer">
<?php print render($page['pre_footer']); ?>
</div>
</div>
<?php endif; ?>

As for adding regions, we do not recommend it. Instead, we recommend putting everything into panels, as that can be exported into features more easily.
