Syntax problems in core.api.php

There are a couple of syntax problems in core.api.php; some serious; all easy to fix:

a) After the @defgroup form_api, there is:

 */

/**
 * @} End of "defgroup form_api".
 */

This should be changed to be like the other topics here, so at the end of the form_api doc block, there should just be a line saying

 * @}
 */

instead.

b) @defgroup queue - same

c) There is something wrong with @defgroup annotation because it is not showing up on api.drupal.org at all, which is a serious problem. I think we should move it up above @addtogroup hooks and hopefully that will fix it.
