Proposed resolution

Let's upgrade form 4.1.0 to 4.1.3!

Remaining tasks

- Make sure we like the upgrade.
- Do we need to dump the autoloader? See #1818628: Use Composer's optimized ClassLoader for Core/Component classes and #2296527: Improve Composer performance. Or do we let that issue handle it as it needs to be done anyway, and is not just a part of this package upgrade.
