Toolbar module should allow setting a different menu via configuration

Currently the toolbar module has hardcoded 'admin' menu as a soruce of links with option to alter the links right before it is rendered.
I think that the 'admin' menu should not be hardcoded but rather configured via config so we could easily use different menus for links in installation profiles / distributions or other situations.
