On a site with sufficient users, especially one using the realname module, the current manual grant/take achievement UI can be overwhelming when there might be 15 or 16 'Jim S' users.

I propose adding contextual links for sufficiently privileged users to grant or take an achievement directly from a user's achievements page.

We've been using this on a project for over a year with no problems, anybody have thoughts on this? I'm inclined to commit it.

Fine with me. I am far more interested in D8 at the moment,, so I'm fine with getting these quick-and-already-done minors into the 7.x branch.
