Permision to view title field by rol

Hi there,

It'd be nice to have a permission to allow administrators (or any other role for the matter) to edit the page title.

Or maybe it'd be easier to have a new option similar to "Automatically generate the title if the title field is left empty" but that ONLY Administrators would see the field.

This is useful for site that have user generated content that don't want them to change the title but do want some roles to be able to edit/change titles.
