Remove adminlocale/translation language feature

I guess, a separated translation language is only valuable for approx. 1% of all users. This feature requires a lot of code and some really nasty checks/conditions. So 99% of all users would have a more stable module and higher performance, if it wouldn't be supported.
Let's chuck that out.
