Contextual links do not show upon hovering content on the latest Firefox. They show up properly on chrome. I did not test IE.

I do not know why yet. Just filling the issue in case I don't have time to debug.

That's not critical on its own, and I also cannot reproduce.
Checked Chrome 33, Safari 6, FF 28 all on Mac 10.8.

I tested a clean install with Standard profile and logged in as user 1.

Looks like a Ubuntu OS bug, or Firefox-for-Linux bug?

A duplicate of this was reported at #2262923: Contextual links not showing on hover for Chrome and Firefox. Reproducible in Firefox on Windows too apparently.

Closing because this cannot be reproduced. Likely this is only an issue on devices that support both mouse/pointer and touch events. And for that, we have #2168711: Modernizr.touchevents use can lead to scenarios that break contextual links.
