In #2149155: Write Behat tests for Panopoly "file" widget we have added a simple README.txt file to aid with a file upload test. However, our README.txt file should conform to the standard Drupal READEME.txt template.

Have beefed this up a little in http://drupalcode.org/project/panopoly.git/commit/d4c9e6a. I didn't want to duplicate the documentation that we already have, so I have just referenced it instead.
