I am using version 5.x-1.1 of Foliage. I'm not certain if this is a bug or its me that is causing the problem.

When I first download Foliage and enabled the theme, the background green foliage image and the printer matter and links were fine. Now the background image is still there, but the links and printed matter are well above the green foliage background image as shown on the attached.

Can you tell me how to fix this. My apologies if this is not a bug.

The theme has no special CSS settings for links that are placed into the footer in the form of a normal menu and that appear as a block. However the secondary links have been moved into the footer in the 5.x-1.1 version and this should make it easy to implement footer links without modifying style.css.
An example can be seen on the demo site that is linked to the project page.

There are surely several ways to place blocks into the website. My apologies if I dind't anticipate all possible variations in the theme files but I don't think that this is a bug.
