Update image_resize_filter to version 1.14 (security vulnerability!)

Version 1.14 of image_resize_filter was released:

This fixes a security advisory SA-CONTRIB-2014-017 (DOS attach):

It looks like it doesn't do anything beyond the security fix, so we should be able to get it in write away.
