Many people believe it's wrong to inject HTML outside of a theme, but I've noticed this being done all over the place. Many modules do this. Two cases that seem rather prevalent are adding paragraph and heading tags. Why not add "theme_paragraph" and "theme_heading?" Obviously these would be very simple, but there is a good case for adding an attributes parameter for consistency.
