Problem/Motivation

When expending the toolbar on vertical orientation (eg. click configuration menu). The scrollbar is shown but not working.
This bug is confirmed on Chrome 31, OS: win 7 & ubuntu 12.04.

Proposed resolution

Decrease .toolbar-lining:before width to 14rem.

Hm. I can't seem to reproduce the original bug on Chrome on OSX, but the patch doesn't seem to hurt anything either.

Therefore, committed and pushed to 8.x. Thanks!
