I've created a patch to add time zone support to Bot. The patch checks to see if the user time zone is set (if user time zones are configurable and the person is logged in), otherwise it uses the site's configured time zone.

I should've been more clear: this adds time zone support to bot_log, specifically its user interface at bot/log.
