I have a reasonably large vocabulary and found the large number of auto-created news block unwieldy. I would like to select terms on the taxonews settings page to quickly create news blocks only for selected terms in the vocabulary rather than all terms.

Not that it's really difficult, but it would still entail significant changes to the module : unless someone develops it or sponsors its development, I'm afraid it won't be added to taxonews anytime soon.

Yep. With large vocabularies use is insane. Each block should be configurable (well, in a perfect world!).
