This could be added, but I think efforts to unify hook_theme() and RenderElement API before this. Reopening to see where this will go or any more thoughts on the matter or close?

Considering that this never went anywhere and #2511548: Add a "context" array variable to all theme hooks and "#context" array property to all elements to provide optional contextual data was later created and contains patches, I'm just going to close this in favor of that issue.
