The submenu is only rendered, if you are on the parent page. It is not rendered, if you are on another page.

The submenu items should be rendered on all pages to see the dropdown menu.

This was because the menu items were not expanded in the core menu edit list. However #2121567: Main link does not work on expanded menu and #2118989: Submenu performs poorly
