it seems the roles ui doesn't appear after upgrading to Oct. 16th dev version of Simplenews

Is this something I can fix myself?
Should this be posted in the Simplenews Issues?

This patch shouldn't be committed to the 7.x-1.x branch as it would break things there. It calls for a version 2.x of simplenews_roles.

Agreed. I'd have moved the issue, but the branch doesn't exist yet.
