Wolfgang, I think it will be more easy to work with long list of rules when tags - as groups can be visible as menu like module filter module does it.

Not much interest in this for D7.

If you're interested in improving the UI in Rules D8, please install D8 Rules Essentials and contribute there - that project is prototyping UI changes that eventually will be put into Rules.
