Yeah. We should just take that line out of the documentation anyway. It does not tell us anything that the next line in the code already gives us. Thanks for the report!

The problem does not appear to be in Drupal 8. The equivalent class is
https://api.drupal.org/api/drupal/core!lib!Drupal!Core!StreamWrapper!Pri...
and it does not have this line.
