I'm posting this here in ckeditor issues because I'm seeing the same behavior on two different plugins.
I added Video Filter and One Click Upload and both are working fine on my PC, but neither are working on mobile devices (I specifically tried it on iPad, but I suspect the same is true of other iDevices).
When I tap the video icon on iPad, the icon gets a light-blue background (to indicate that it has been "clicked"), but it just puts the cursor in the editor window. The pop-up window to enter the URL (Video Filter) or select an image (One Click Upload) never shows.
I know that, sometimes, on mobile devices, you have to tap an icon/button/link twice (if it has a "hover" feature). The first tap activates the hover, the second tap goes to the actual link (or initiates JS, if that is the case). I tried tapping twice, with the same results.
On my iPad, I went to Safari settings and disabled "Block popups", thinking that might be the problem, but it made no difference.

I found out a bit more info on this issue (sorry I forgot to post it back here).
It seems that the devs of each of those two plug-ins chose to use flash to make it look spiffy, thus eliminating the possibility of it working on any iDevice.
