When writing #2090939: Unit test \Drupal\Core\ModuleHandler::parseDependency() I realized that versions such as '1.0.1' are not supported. Only the Drupal versioning scheme 3.x or the more explicit 8.x-4.2 are supported. This is in no way suitable for us. 7.x-3.x and 7.x-2.x suffer from the same problem.

We are actually not using ModuleHandler::parseDependency() as of now, so let's fix this in 7.x-2.x directly. We're using drupal_parse_dependency() there in libraries_detect_dependencies().
