Seems like this is overdue, #1987510: [meta] Convert all core *.tpl.php templates to Twig as singular patch has been closed since early June :)

I will take a shot at this.

I considered it, but there are no other links within the Drupal 8 changelog yet (no links to Symfony, CKEditor, Backbone.js, etc.). Happy to add one though.
