Steps to reproduce.

1. Create a new instance of the breadcrumbs block and place in the header region
2. Click configure block
3. Click delete button in bottom right

Expected to see the delete block confirmation form, but the page refreshes and the block isn't deleted.

This is actually the same bug as #2099503: No operations for some blocks at Block layout page in overlay, I'll fix it over there.
