In D8, xmlrpc is now in its own module rather than an include. This is also reflected in the Drupal core issue component list.

To avoid confusion, let's label it as such in MAINTAINERS.txt.

P.S. -- I was also naughty and added a couple missing blank lines between the categories for consistency.

Well, to avoid re-committing this, is co-maintainership something you have an interest in, Paris? If so, I think we can make the change without that patch necessarily being committed yet (unless co-maintainership is contingent on it, of course).
