The project description says that Interests does not integrate with the user profile (and is unavailable during registration). Is this a design decision or will this be added later?

It's more of a matter of working out how to hook it into the registration process. I have only slightly looked at doing this, so the answer would be 'yet to be implemented'
Welcome to patches or ideas though.
