because the system_performance_settings.min.js files are defined in the info files of the modules, they are loaded on every page. This causes an error in google_closure_compiler/system_performance_settings.min.js because the setting Drupal.settings.google_closure_compiler is added only on the system_performance_settings form.

I would suggest to remove the scripts[] = system_performance_settings.min.js from the info files because they are added in the hook_form_alter anyway.
