My shortcut toolbar is only visible when a user has an admin role, Module is enabled, Authenticated users choose default set of shortcuts but can only see toolbars when granted admin rights. have two shortcut sets which work fine for admin role, using Drupal Commons, can anyone help ?

More than 13 years of inactivity on this issue for the Drupal 6 version of the module which is not supported anymore.

Therefore, closing as Outdated, for now.
