When using openid in conjuction with the legal module. New openid enrollees never view the terms and conditions, yet it still gets checked that they have accepted them.

This is probably an issue for the Legal module, not OpenID.

I'm now pretty certain this is an issue with the Legal module, however you may want to work together on this one. I believe that Legal needs some sort of indication that an OpenID user is registering. See the issue raised in the Legal project's area:
