Currently the toolbar is a solid mass of buttons. If the buttons are broke up into groups, they will be able to wrap and work better on small screens.

This patch will break the buttons into groups. There should be some extra work to get an appropriate update hook in place.

My mistake - #2 did apply.

I provided an upgrade path, tested and verified that the new, more responsive-friendly CKEditor button groups are in place. Thanks, Zarabadoo!
