Collapse fieldsets on node forms [#1934352]

The following fieldsets should be collapsed by default:

All nodes:

Text formats below the body. (This will also likely need a title added for it to function properly.)
Radioactivity Energy
URL path settings
Revision information

Events:

Registration settings
Topics (This may actually be in the wrong spot as it is currently in vertical tabs on events an not other nodes.)
