Include calls to action in empty text

Related to #1812574: Identify landing pages that look paltry when empty, design alternative content and as a followup to #1868936: Better empty text for 'all', 'posts' 'documents' and 'polls' tab., let's consider dynamic empty text that includes an appropriate call to action.
